Fifteen years after the Directive 1999/93 /EC on electronic signatures, the European Parliament has given the book on the craft to adopt, July 23, 2014, a regulation on electronic identification and trust services for electronic transactions (regulation eIDAS). Most of its provisions will be applied from 1 July 2016. There are mainly of two types.
First, they establish mutual recognition of electronic identification means issued by a Member State and which would be used in another Member State.
On the other hand, the eIDAS Regulation establishes a legal framework for more trust services. In addition to the electronic signature, are also targeted the electronic seal (which should guarantee the origin and integrity of an electronic document issued by a legal entity), electronic time stamp (to prove the existence of the data to a particular time), registered mail services and website authentication.
The goal of this conference is to analyze in detail the provisions of the regulation, mainly from a legal perspective and with technical and socio-economic lighting. Two round tables will also enable the experts to debate the subject of the international aspects and Comparative Law of the Regulation, before applying the new rules for specific sectors (justice, banking and finance, e-government, etc.).
